Project Update
Our Project Team recently hosted a community Open House on April 10, 2024 to introduce the Project and hear your feedback. We would like to thank all community members that attended the open house.

Since the open house we have completed additional studies and consultations that are important to the Project’s planning and development including:

Received the Alberta Environment and Protected Areas – Fish and Wildlife Stewardship Renewable Energy Referral Report with a LOW overall risk ranking for wildlife and habitat.

Completed the Noise Impact Assessment Report and Solar Glare Hazard Assessment Report.

Completed a visual simulation of the Project from the intersection of Township Road 92 and Range Road 252.

Conducted in-person consultations with adjacent landowners.

About the Project
Welcome to the Radiant Dawn Energy Park

Clem Geo-Energy is developing a 22.3-megawatt (MWac) solar project . The Project is located in the Municipal District of Willow Creek No, 26. It is located on one quarter section in SE-10-09-25W4M which is south of Township Road 92 and between Range Roads 252 and 253. The Project area is approximately 6km east of Fort Macleod and 30km west of Lethbridge. The Radiant Dawn Energy Park Project began development in 2020 with land securement, early engineering studies, and environmental field assessments.

We are committed to sharing information about the Project and working with the local community to ensure that we receive and understand stakeholder feedback and concerns. We will be reaching out to your by mail, telephone, email and via an open house. Your feedback is important and we encourage community members and stakeholders to participate throughout the development process and to contact us if you have any questions or concerns about the Project – our contact information is included below.

Project Benefits
The Project will have many benefits to the local community and to Alberta including:
Local Employment: During construction, the Project is expected to create up to 80 full-time jobs, creating opportunities for local individuals and Alberta-based businesses. During operations, the Project will provide up to 10 permanent full-time and part-time jobs.
Local Economy: Local businesses will experience increased activity in hospitality, retail, and other service industries during Project development, construction, and operations.
Property Taxes: The Project will pay annual property taxes to the M.D. of Willow Creek resulting in financial benefits to the local communities.
Clean Electricity: Local generation of renewable energy adds to the province’s energy mix providing a long-term, low cost and low carbon energy source. The Project is expected to generate emission-free electricity to power approximately 7,000 Alberta homes.

Our team is currently generating a "What We Heard" newsletter to summarize the feedback we heard from the Open House and community consultations. Once ready, we will be distributing the newsletter to all stakeholders and will upload it to the project website.

Environmental field studies were completed in 2022 and 2023 to assess and mitigate any impacts to wildlife and habitat. The results of the environmental studies informed the Project's planning and development. The Renewable Energy Project Submission was submitted to Alberta Environment and Protected Areas in April 2023. AEPA issue the Renewable Energy Wildlife Referral Report in April 2024 and determined that the Project poses a LOW risk to wildlife and habitat.

Radiant Dawn Energy Park is engaging with the Municipal District of Willow Creek to ensure the Project layout meets all municipal bylaws and land use bylaw requirements.
​
The solar power plant application will be submitted to the Alberta Utilities Commission (AUC) in June 2024 and a Decision is anticipated from the AUC by September 2024.

Completed Studies
Environmental desktop and field studies were completed in 2022 and 2023 including:

Environmental constraints mapping to identify buildable areas of land and avoid environmentally sensitive areas.

Desktop wetland delineation and field verification to minimize impacts to wetlands and surface waters.

Wildlife surveys including breeding bird, spring and fall bird migration, raptor, sharp-tailed grouse, and amphibians to mitigate impacts to wildlife.

These studies were compiled into the Project Renewable Energy Report that was submitted to Alberta Environment and Protected Areas (AEPA) in April 2023. AEPA issued its Renewable Energy Wildlife Referral Report in April 2024 and determined that the Project poses an overall LOW risk to wildlife and habitat.

Upcoming Project Studies
Historical Resources: The Project has applied for a Historical Resources Act approval from Alberta Culture.
Noise: The Project has completed a Noise Impact Assessment per AUC Rule 012, Noise Control to assess noise for residences within 1.5 km of the Project.

Glare: The Project has completed a Solar Glare Hazard Assessment to assess potential glare impacts at residences, along roads, and aerodromes if applicable.
Grid Interconnection: An application for system access has been submitted to the Alberta Electric System Operator and various engineering studies are underway to allow the Project to connect to the electric distribution system operated by FortisAlberta.
